Charging for verification

I have a SB A/c with SBI, Seawoods Br.(A/c no.10896028679). I went to the branch on Dec 17 for obtaining approval of the bank for availing electronic clearing service of bills from Mahanagar Gas Limited with the papers duly filled in. The bank demanded a fees of Rs 100 for verification..There was nothing to verify except my A/c no.which was supported by the attached cancelled cheque. I tried to reason with the official but since he did not agree I left the branch and went to nearby IDBI bank (Nerul Br) and got the job done without any fees. Nationalised banks should encourage ECS for the benefit of consumers and not fleece the A/c holdrs.
