Asking for education loan

I am M.Satish kumar am a degree holder and i think that to join in the mca with help of education loan from the government bank but bankers were not tell brief explanation they say go to your ward bank and asked the loan but my ward kelapavoor central bank manager says pavoorchatram is not our ward we didn't give loan to pavoorchatram students. so what can i do now where did i ask the loan
