Loan sanction under PMEGP scheme is not entertaining by various banks

Iam one of the successful candidate under PMEGP scheme interview was help in Aug for setting up SSI manufacturing and svcs unit in electronics testing and measuring equipment unfortunately none of the bank is accepting such scheme I had aproached to SBI charminar, SBH moghal pura, punjab national bank shahalibanda, andhra bank charminar, canara bank charminar none of them aware of such scheme procedure and they streightway said sorry without looking the papers and details not given chance to explain and SBI charminar return my file back to DIC saying they do not have target for this year under this scheme hence they said sorry, then i immediatly inform DIC GM was shock to know that banks are returning back papers kindly advice what should i do in this situation and whome to approach and get my work done thanks and regards
