ICICI bank net transaction not reverted

Hi,
Very rare case I amtrying to post here. I am one of the Savings bank account holder in ICICI. I used to transfer funds to one of my friends. While creating the user, i mistyped account number and transferred he money. Where as the given account number and name are not matching. Still the transaction was successful and money has gone wrong account, with wrong name. But ICICI bank will not check for Name and account number check it seems. They had made the trasaction successul and my money has gone.
I made oral and personal complaint to the Bank. But bank said, they had communicated the wrong benificiary to revert the funds, but he did not respond to their calls/mails.
And they had closed my service request with the above answer. They can not do much apart from the above it seems.
I do not know how how to deal with such cases?
Many banks are checking name and Account number mach, while transferring the money online. Then why ICICI is nt doing the same. Also why RBI is not considered these kind of issues?
Now I am not having any alternative, rather than going for consumer court in order to get back my funds from the wrong benificiary, which would have been done by the bank easily.
What do you guys say?
