Sells his product 3 fold high from MRP

I am working with a Govt Organization in Orissa. My department prints the village Maps for the public with a requisite fee. For the above work we need of a (Graphic arts film) which is now only available with Fuji films India Ltd because other companies stop their production of the same. The process adopted by us is an older process but it is quite adequate for demarcation. So we continue this process for public interest. For our huge requirement of the product we have invited tender for purchase of the same, as one or two dealers have available of the same product they quote their prices over the MRP and subsequently scratches the printed rate. Now we have to purchase the same in three fold excess price. Please suggest me whether any law can protest it or where I have to complain for his?
