Salary arrear of 5th pay commission has not been given even after 14 years

Drevised ear Sir,
I am working as assistant professor of Botany in Govt. PG college khatima u.s. Nagar, Uttarakhand. I also worked as Assistant teacher, science from 25 November 1994-1998. In the year 1996 pay was revised after the recommendations of 5th PAY COMMISSION. I recieved my revised salary in the month of August 1998. In the mean time I was selected by Public service Commission as Lecturer of botany Govt. PG College Khatima. so I joined there. Till then i have tried a lot but got disappointed. sir please help me out.
