Personal loan complaint

I have applied to personal loan 6 months back in HDFC bank. It got rejected due to my name was entered in CIBIL because of non-payment of credit card balance. I have settled the amount to respective banks on 11th Jun '10.Later I got the call from tele-caller named Lakshmi from H B L GLOBAL PVT LTD / NUNGAMBAKKAM CHENNAI 34. She said that i was eligible for pre-approved loan of 2.61 lakhs. I told to her regarding my CIBIL problem and settlement matters. Then her credit manager also spoke to me regarding this. He said that if i can give the setlement letter then they can approve my loan. I have submitted the documents but till 15 days no response. I was calling her frequently for those 15 days. Later point she attended the call and said she had some problem on those days. So she can track and tell me, then she said that my name is still exists in CIBIL so they can't approve my loan. She also said after 2 months of setlement date my name wil be removed from CIBIL, the same she will check after 11th Aug. But no reply from her and the HBL Global company.

Very poor response and wrong commitment from them.

I need suport from you guys..

Please help me.. I am helpless.
