Card not returned by HDFC ATM machine

I tried to use my ATM card at one of the HDFC ATMs. The card went in, I entered the pin, my name appeared, then the screen froze. I waited for several minutes: No money, no card.

Now, I've just tried to call the bank. The number connects only intermittently. When I do connect, no matter which IVR option I choose, I cannot reach a live person, nor can I leave a message. Instead I'm told that 'This service is only available between 8:30 am... etc."

I'm not from here, so now I have no access to my funds. Overseas banks don't ship credit cards out of the country.

The machine was out of order a few weeks ago, then seemed to have been repaired. I saw several people using the ATM machine over the last 2 weeks.

There was no out of order sign when I approached the machine today.
