Shopkeeper charging more than MRP

The shopkeeper has been charging a rupee or two more than the MRP on the product in Shailendra Nagar area of Dahisar (E) Mumbai, be it a soft drink or a buttermilk packet. The MRP denotes THE MAXIMUM RETAIL PRICE and hence it is not legal for any retailer to charge above that.

On being asked, the shopkeeper adamantly denies about the mrp thing and asks to pay more saying it is a cooling charge.
