No one knows status of my SMART DRAFT Request

I have a salary account with HDFC Bank. On August 7th i submitted a request to JP Nagar HDFC brach for a Smart draft (OD) facility & i was told i will get it in 15 working days. Today it is 13th September and no employee is able to tell the status. Moreover, bank charges some1000 rupees for this facility. But the time when i need the money if i dont get the same, them i am at loss. The brach people say that all approval happen from mumbai and they cannot help. So my question is that inspite of having salary account, i went thru back-ground checks etc, still i did not get the facility after 1 month.

Is this the kind of service HDFC provides to its account holders.
