Misuse of credit and debit cards

Hi,

I had an SBI account and debit card and I was happy with it. But when I joined Tata Consultancy Services, they wanted all employees to have an HDFC account as their service account probably because of a tie up with the bank.

Now on 9.1.2010 at 1 pm, my wallet containg my hdfc credit card (4346781101964088) and hdfc bank debit card (4214240508144033) was stolen from inside my bag and before I realised and reported on the same day, the thief had shopped for Rs 70000.Now few questions I have

1>Why does HDFC bank not have a pin authorisation for shopping on all its cards.

2>How can the merchants allow a guy to use a girl's card and get away with a false signature on charge slip without any identification.

As contacted with the bank I have submitted disputed transactions for both my cards but I don't have any visibility of what is going with my complaints.

For the required documents I have been running from police station to all the vendors to notary etc for several days now and after doing all that I am in no mood to pay for a thief's shopping with 3 month's salary of mine.

Please help me take this issue forward so that proper rules are in place and no one else is harassed like this.
