ATM Problem

I got ATM Card from PNB Gurgaon, I went to HDFC ATM situated at Moulsary Arcade DLF Phase-III Gurgaon.on 30-08 and tried three-four times to withdraw - rupees but it was declined by ATM by telling '" your transaction is declined as time out" then I asked the Guard what is the problem. he said that there is a internet problem. Then I went to ICICI Bank ATM at the same complex and withdraw - but when i updated my passbook it was found that Rs 2000 was debited in my A/C twice on 30-08 where as i have withdraw only 2000 from ICICI ATM.
