Processing fees

I was told by the bank ltd. that they will not debit my processing fee cheque unless i want to go ahead wth thei process of aviling or agreeing to the loan amount. To my amaze they debited my chq even without giving me login for the same. under their policy they cannot debit without giving login. I have written to all their officers but no reply or action has happened till dt. I have all the officers name and contact nos involved and also my email copies. Hence i want to file complaint against hdfc bank limited for malpractice.
