Charged fee without sanction of loan

HDFC has charged me Rs. 11000, as a processing fee a month back and not sactioned my loan yet. They are neither refunding my money nor completing the the process. It seems HDFC is trying to make money from the fees with no any effort. Please help me know, about the legal remadies available to take-up against this fraud.
