Home loan sanctioned but not disbursed

I had applied for home loan from HDFC for a flat in Amrapali terrace home. loan was sanctioned but now when the builder has raised the demand they are not disbursing the loan. other banks likes co operation bank, axis bank and india bulls are already disbursing loan on the same property. can any body tell me what legal action can i take regarding this.
