For Settlement they ask 33, 000/- and my card limit was 16, 500 and i am shopping for 9000

My financial possition was very poor I want to settle my credit card payment for 10000/- and my credit limit on card is Rs. 16500/- and they ask for pay Rs.33000/-, please help me for god se I was very help less person so no one can ready to help me I will ready to pay Rs.10000/- for settlement.
