HDFC credit card not issued

HDFC bank cheated me.

I have applied for HDFC credit card in November. Provided all the necessary documents and the bank registered my application (1112196921650O1) and after three months they have rejected the application. Reason for rejection of the application is "the residential address is out of city limits". I am residing in Sector-17A, Gurgaon. Is it out of city limits???
