Denial to disburse loan in between

I had applied a home loan from HDFC under the fixed rate for two years scheme to buy a plot in one of the townships in Gurgaon. The loan was sanctioned. Since I had the installment payment terms with builder. HDFC disbursed a portion of loan for one of the installments in Feb.

When I contacted HDFC for disbursing the loan for more such installments in Dec, I was told that they do not finance and/or disburse loan on that particular township.

How can a leader leave the borrower (with absolutely no negative credit track record) in the middle like this?

I had submitted hard copy complaint at the branch and sent several emails to customer care but to no avail. I feel helpless.
