Penalty on prepayment

Today I have visited to HDFC housing loan bank for repayment process of the existing loan. But bank representative told me that, as per bank process you will have to pay 2% penalty against the loan.

Sir, I have taken loan in Dec from HDFC Pune branch. When I shown them the Today’s 20th Dec Local leading news paper news,

then they told me that we don’t know about this, you have to pay it.

As a consumer I m confused what exactly is correct.

Requesting you suggest what to do? Or pl let us know to whom we should escalate the matter to survive from heavy penalty.
