HDFC Life Click 2 Protect Plan - Is this a Fraud?

Hi,
i have purchased HDFC Life Click 2 protect plan online on 23rd of Dec payment was made by my credt card successfully, and the same was confirmed by one of the service person at HDFC life head office in Pune at FC Road. After i did followups number of time as i didnt receive any policy update on email or post, finally got the call around after 12-15 days for on call verfication and underwriting. Every thing was done frmo my side including all the required documents submittion to its onlinedocuments@hdfclife.com site.
After some 20 days i checked the status calling on Click 2 protect Help desk no. 18002660315 that my application is in proposal status and not converted into Policy. it may need time as it depends on medical checkup is required in my case or not.
on further follow ups i was informed that midical may not be required in my case. Last week one of the service manager on call ensure me that i will certanily receive the call from their side but no response again.
Today its almost 2 and 1/2 months of my purchase and still i have not received a single email or any update on my policy. The worst thing now is, the help desk no. today 8th march is also not getting conected to any service agent and getting disconnected after few seconds.
can anypine please suggest what legal action can be taken against them?
i will suggest not to purchase this plan online, such fraud (i feel can say this fraud) i was not expecting from bank like HDFC...
