Non refund of proceesing fees

Respected Sir,

I have applied for presanction loan of Rs. 3000000/- from India bulls on 1st January but as of today the application still process I wish to take my application back but India bulls is not ready to refund my processing fees, how can any one expect to take 3 months to get the sanction letter.
