Delay in Refill of Gas Cylinde

I have booked refill of cylinder on 18-Jan with booking id - 191536 with ALLIED AGENCIES (19653800) - (phone number 0129-2415503) HP Distributor Faridabad. Distributor has updated the company portal that gas cylinder has been delivered on 19-Jan but this never happened. I have logged a complaint with HP with complaint number 11075839 but nothing seems to happen.

Moreover, agency or delivery boys are not picking up phone to give any details. Please suggest how to move further to get my booked cylinder.
