Requested for NOC on credit cards

Recently I had cleared the complete outstanding amount on my HSBC credit card (Nill balance) and raised the request for closer of credit cared and they gave me the reference number 140520112469. They told me call after 1 week for NOC of the CC.

When I called to HSBC call center today for NOC they are saying that the card was blocked so they can not provide the NOC to me. Another thing is I had closed add-on card to this primary card 1 and half year back.

When I called on this number 040-66674717 today, they are saying they would not provide the NOC on credit cards.

How it is possible……? I am not any defaulter and I closed it in proper way.
