Membership fee for non-received card

Hi,
I had HSBC credit card with expiry date of December. I had hardly used HSBC credit card as there is no worthwhile benefits like cashback or internet credit card bill payment. Even for 2-3 days of late payment, a heavy interest used to be charged. So, I decided not to renew the card upon expiry. In December the bank sent renewed credit card to my address when I did not request them verbally or orally for it. I declined to accept it from courier wala and asked him to return.
To my surprise, I received a bill by end of December for the amount of Rs.2206 (Rs.2000 for membership and Rs.206 for service tax). I mailed the customer care explaining that I cannot pay for a card that I did not receive and asked them to reverse the amount, but I was replied that "Annual Fee is important from a card issuer's perspective, as they allow us to make available, a variety of benefits to our customers. Reversal of annual fee is offered if such a promotional scheme is applicable. We do not have any such scheme at this point of time and we will not be
able to reverse the fee."
I have not paid the amount after the due date. Will this affect my credit history or something? If so, what action can I take?
