Payment made still receiving statements

I have made the payment within due date and HSBC has accepted the same in writing, but still the banks refuses to settle the account and continues sending the statements. In-spite numerous mails to the HSBC Nodal Officer no corrective action has been taken so far and they have referred my name to CIBIL.
How can I take penal action against the bank?
