HSBC listed my name in CIBIL under Defaulters

I was having credit card of HSBC for around 2 years. It was offered to me free for life time with an assurance that no renewals charges / annual fee etc would be charged.
Last transaction was made by me on this credit card is on May. I have cleared all outstanding dues in June. Since then I have not used this credit card. As per the commitment made by HSBC representative there was no annual / renewal charges on this card. To my surprise the annual fee was levied on this credit card in November. I had sent is repeated email to HSBC customer care to reverse these charges but no action taken.
Recently when I applied for Car Loan I realized my name is there in CBIL defaulter list because of aforesaid incidence.
Since there was no communication from HSBC, annual charge has inflated to Rs. 22, 000 (with interest) from original Rs 2000 (apprx).
I want these charges to be reversed and my credit card cancelled with NOC issue to me with no dues update the same in CBIL.
I called HSBC and they are asking me Rs.15, 000 (apprx) as a settlement amount.
I feel this is a sheer harassment from a reputed bank. Can I request somebody to intervene in the matter?
