Sellement, clearence and closure

Before leaving Bangalore, we did visited MG Road branch for settlement, clearence and closure of Credit Card A/c '4984-5999-1269-1291'. We had no due payments. All of sudden, we got a call saying, you need to pay Rs7158/- as settlement of this A/c. This is not at all fair. I asked the guy from colletion to tell me contacdt number or bracnch that I can visit and I want to meet personally, no reply. How can this happen with a global bank. He mentioned that I was suppose to pay Rs38/- in year which today has become Rs7158/-, its not fair. There was no intimation sent to my permanent address at Chandigarh, bank is suppose to inform customer in such case. What's the best way to address this, any suggestions. Please help
