Online application didnt work, we were fooled to pay 450INR unnecessary

IBPS Online application dint work, Connection was reset problem, i asked my friends to load the page http://registration.sifyitest.com/cwet_pojun11/ thinking it might be a problem of my Service Provider. It didn't even work anywhere in the world, We were fooled to pay 450INR Towards a bank account no: 005120110000667 through NEFT. What's more is the Data Base dint accept my signature image even if its size is less then 4kb. There limit is 10kb-20kb. I was trying the through a Day with all possible image edition software's to bring 140*60 pixels. The site is not only temporarily down the entire systems seems to appear fake.
