Icici car loan settlement

I recently got a car loan settlement letter which reads only about the amount after waiver given and nothing about when they are issuing noc, when asked they say it is a natural process, but why dont they mention it in the letter saying that once the payment is recd the noc will be provided, what is the problem in giving it in white and black? what ever is assured orally can be confirmed through the letter.why are they not doing it? is it to harass us further for more money? please resolve my query
