About loss of 10, 000, due to technical problem in atm machine

I have used icici atm (id d1cn3053) on 16.09.10. i swap my card i put pin, in all this process atm display has gone then guard said me t use sideby atm then i would take out my money but from earlier atm my 10, 000 rupee cut down which i know on 7th oct. when i use that sbi atm card again after that.
because it is due to technical problem in icici atm so bank is only responsible for this.so i request to enquire about it & return my money . so give me response as soon as possible.
