Atm transaction cancelled but amount deducted

Yesterday I had to withdraw a cash of Rs.4000/- from Citi bank ATM located at Rajiv choke metro station, new delhi but i cancelled that cash withdrawing transaction at the end of feeding amount. I waited there for few seconds and niether the money nor the slip came out. i have not taken the amount but i was shocked to see my bank balance which was showing the deduction. I informed the same problem to ICICI but they said that it will take 12 days to find out weather money has taken by someone else or is it some other problem. i am not getting proper positive response from bank as missing money can be traced by cc tv cameras present there.

kindly suggest me what next step should i take.

should i lodge a FIR?

should the contact citi bank for their ATM cc tv cam video?

or should i keep waiting for 12 long days?
