Unauthorised charges on card purchase

On 3rd May I purchased fuel worth RS.1000/- from HPCL pertrol pump using Debit card. I am account holder in ICICI (00201526970) and owns a debit card having partnership with HPCL where no charges should be deducted on purchase above Rs.400/-

I was charged Rs 27.5/-. On asking I get the reply that The pump have used other machine (than ICICI) to swipe card.

Now I was not able to find the clause that as I customer I should be making sure they are using ICICI machine.

I demand refund
