Fule Surcharge Not Refunded

Sir/Madam

I use my credit card (Credit Card No. 5239XXXXXXXX4003) on 06/06 at HPCL petrol pump (AUTO CARE CENTER) for Rs 600 (Total Deducted Rs. 615) on ICICI bank machine. As per rule petrol surcharge should be refunded when credit card is used at HPCL pump on ICICI Machine. But Uptil now i not get any amount refund to my account after 7 Days. Please refund my petrol surcharge (Rs 15) to my credit card as early as possible.
