Never received card, bank asking for payments

I have a credit card from icici bank which expired in nov 09

bank saying that they sent me a new card on my adress. Accoring to bank i received the new card by showing my driving licence. But i don't have any driving licence for me and i never received the new credit card. Some transactions happened from the new card for about rupees24, 000.Bank is asking for the payment of those transactions.what should i do???
