Double Interest

My Credit card# 4477478567311000. Icici Bank charges double interest on late payment. It charges first on transaction then on total outstanding. This way a consumer has to pay interest twice on the same out. The interest rates at first instance itself is so high and yet again they charge double interest. How such policies can be encouraged by the RBI.
