CREDIT CART ISSUE

ICICI bank Issued a credit card for my father mr. Swapan goswami.but my dad didnt use that card, hence its get stopped automatically.but somedays later they renews that card & issued a medical insurance for my dad and take money from that perticular credit card.my dad complains.but didnt get any result and didnt find any way to get out of this hell.they used to send a huge amount of bill like 17500-18000.its never possible for my dad to pay that amounts of money.and why should my dad will pay for that? because my dad never use that card not for a single time.please help us.
