Asking for Amount without sending credit Card

I Chetan Gulati opted for Credit Card from ICICI in the year 2007 but did not recieved any card on my home address. In the year 2008 ICICI started to sent a amount charged against purchase from the same credit card which was supposed to be mine. I already complaint them many times that I have not recieved the same but thay always asked for their payments without any investigation.

In the year 2010 I required some small loan from HDFC but they denied by telling me the reason that my CIBIL is not good enough. Then I came to know that ICICI did this due to which my CIBIL points gone down just for their unlawful payments.

Please tell me what should I do?
