Unreliable ICICI ATM's

I’ve entered Rs 20, 000 for withdrawal at an ICICI ATM in Chaitanyapuri, but the ATM gave Rs 19, 600 (39×Rs 500, 1×Rs 100). The receipt however says Rs 20, 000 was withdrawn. I filed a complaint with ICICI. Now after five days they tell me that they are helpless.

This is the second time it has happened to me. Last time, I lost Rs 3000, lodged a complaint, but never got the money back.
