Levying of penalty for no fault

Sir,

I received credit card statement (ICICI Bank Card 5176 5370 4957 7008) advising me to pay Rs.1649.25. I took pay order on 3/1 and put it in the drop box of ICICI Bank on the same day. But they have credited the proceeds after a lapse of 15 days on 18/1. Despite the lapse on their part, they are trying to collect Rs.500 as penalty from me for late payment. I am sending emails to their avilable mail id but I am getting any favourable response. My request id they should reverse the panalty and advise me the Nil Balance position. Can it be done?
