Efund of premium

In 2005 I bought a Smart Kid (No.02315720) policy from an agent in Madurai and had paid a premium of Rs.8992 once in six months. The agent had told me that I could withdraw the complete amount after I pay for a minimum of 3 years. I stopped paying the premium since 2008 december. Last month I went to the ICICI office at Kasthurba road and wanted to withdraw the money. Till then I had paid Rs.52, 000. When I contacted the officer incharge, he told me that the company would pay only 35% of the money I had paid. This is my hard earned money and why should I leave it to the company. I'm not askng for any interest, atleast my premium should be returned to me.
