Policy cancellation

Sir, though I made a request to cancel the policy document sent to me by ICICI they refused to cancel it. They kept on sending me credit card statements with interest levied on interest and finally removed rs 5814.50 on16/3 from my saving a/c. After I wrote a letter to CMD, they refunded 6271 to credit card a/c. When I asked the credit card department to refund the payment made from saving a/c less 200 charges charged by ICICI prudential RS 5614.50 they refuse to pay me saying that u are defaulter and bank applied certain rule to withdraw from my saving a/c

Pls help me what should I do
