Denyal of loan

Sir,

I had applied to IDBI for an agricultural loan some 18 months ago. Till date i have provided them watever documents required . i agreed to to their all conditions like henceforth i will take all the loans from IDBI also i agreed to give my father's postal life insurance to the bank. i have also mortgage my land and its worth 8 lacks. The bank had agreed to give the loan of Rs. 2.4 lacks. Now the bank is denying to the loan . acc to my knowledge almost every bank gives upto 75% loan against the assets guarantee.
