IDBI Bank
Not issuing Debit Card

I opened an account in IDBI Bank on July I was told that withing 7 days i will receive my cheque book, passbook, and debit card through Courier, but only cheque book was issued after 15 days, but till now debit card has not yet been issued. When ever i try to call customer care, they say that our systems are down, we cannot provide any details. Is their system down 24/7?
