ECS returned

I deposited amount at 11.30am sharp on 28-10 as there was LIC premium of Rs. 1000/- on that date. Evening I found that Bank had deducted Rs. 225/- as ecs Return charges. It seems that they have returned the ECS as there was no balance before 11.30 AM. As there was no specific time limit for ecs clearing. I don't understand the logic behind this.

Is there any guidelines for the same
