Not opening my account and not giving my money back

Sir,
i have submitted my documents for opening a saving account in the bank idbi, manjalpur branch near aakashwani, makarpura road. it has been two weeks and still not opened any account. also given 5000 check but its has been deducted but not opened my account. no one is answering my phone and no one is replying to me what is needed. asked them if my documents is not ok then why deducted money from account. kindly take action as soon as possible. plese help...
no one is answering from that bank and not giving appropriate answer.
