Theft of Hotmail ID and Password

I received a mail from Microsoft claiming that my hotmail account is going to be closed unless i confirm the details of my hotmail ID (seasplendour1@hotmail.com). Now it has seen that somebodyelse is using it.. the present user has demanded Rs.25000 /- from a friend of mine to be transacted through Western Union... the friend contacted me and confirmed the theft of my ID. Can the ID be blocked forever?
