Deduction of EMI without Loan being disbursed & no one reverting back to get the issue resolved

This is to bring into your notice that I had finalised to take my home loan Balance Transfer from IndiaBulls Finance Ltd for which I have submitted the necessary documents & Post dated cheques. The disbursal amount has still not been granted by Indiabulls inspite of more than 2months, but they have already deducted my EMI which is not logically, ethically, practically correct. As it has led to 2EMI's (one from existing bank & other from Indiabulls without granting me a loan) for one loan being deducted from my bank account. The irony being inspite of repeated calls to the Indiabulls exec's & request none have bothered to address my concern's or even to revert back my call query.
