Irresponsible answer from Bank for Education loan provisional certificate

Hi,

I have availed education loan in Indian Bank, Karur and I have approached the bank to get provisional certificate for tax exemption (FY 2011) on Jan. But the manager is telling irresponsible answers. i.e., they didn't have the format for education loan provisional certificate and i need to give the format to bank, so that i can get the certificate.

Is this the right way of talking to a customer? We are very much disappointed by their irresponsible answer and activities.
