ONLINE TRANSACTION PASSWORD NOT ISSUED

I have requested for ONLINE banking facility. Got the LOGIN access but no transaction password was given to me. i have been walking on every week for almost 3 months but there simple response is " If you get the sms you wil be getting your password " for that too i said i havent got any and they asked me wait for another week for the sms to come. I dont understand what workaround is going on without knowing what the system is. Even the Manager not considered, thats the big frustration
