Not giving commertial cylinder and asking 3000 Rs deposit

i want to have a commertial cylinder and i asked for the same but shop manager at gulbarga Karnataka, refused to give me commertial cylinder only because of asking the price he was coated (3000) was more, and more over he is telling me to return the cylinder with in two days. now i want to know what is the rules to have commertial cylinder, and how maney days i can keep the cylinder with me, why different people are charging diffirent amount.

another important thing is when i am paying extra money for the commertial cylinder i can use any number of days, why the restriction is there only i have to return the cylinder in 2 days or 10 days so on, bcz i am purchasing cylinder by paying extra money, when ever it empty i can exchange the cylinder with new one, plz kindly explain me in detali
